Arthur, It would be interesting to see examples of what you are finding. Some formats (e.g. locally significant) emitted by an OSP may make it impossible for the TSP to canonicalize the number. Eric, your point makes a lot of sense. I assume that each country would publish an authoritative root of trust for their country.
