    This updates IPNNI-2026-00113R000 ALIII Trust Architecture and Certificate Management specification draft baseline with IPNNI-2026-00123R001 as agreed at the Aug 6, 2026 IPNNI TF Cert meeting (clean version).

    Proposed baseline for the ALIII Trust Architecture and Certificate
    Management specification.

    This is intended to be the ALIII-specific compliment to the ATIS-1000080
    SHAKEN Governance Model and Certificate Management. Because the STI
    Governance Model is well established, the proposed baseline adopts that
    model without modification and instead focuses on trust architecture and
    certificate management subject matter specific to ALIII.

    This proposed baseline is complete through Clause 7 AVSP Authorization.
    Remaining clauses to be drafted are:
    Clause 8 ALIII Certificate Management
    Clause 9 Certificate Validation and Status
    Clause 10 Certificate and PKI Requirements
