Description This contribution proposes targeted edits to IPNNI-2026-00012R005 to
clarify that ALIII public-Internet interconnection should not be the sole
available means of reaching numbering resources made reachable through the
ALIII framework. The proposed edits add a requirement that code holders
maintain an alternative off-Internet interconnection path, such as direct
cross-connect or equivalent private interconnection fabric at
carrier-neutral facilities, and clarify that mTLS/certificates authenticate
approved peers but do not by themselves mitigate public-Internet
availability risks such as volumetric DDoS, TLS/SIP state exhaustion, DNS
