My suggestion would be to change "delegate certificates are not assigned by..." to "delegate certificates are not issued by..." in the slide, since that is technically the action a CA takes with respect to the certificate. Similarly in the talking points, change "Delegate certificates are assigned by the service provider – not by the STI-CA." to "Delegate certificates are issued by an authorized service provider or Toll-Free RespOrg acting as an intermediate Certification Authority – not by the STI-CA directly."

I agree with Doug.  Certificates are issued, not assigned.

I question whether "intermediate Certification Authority" (Doug's suggested change for the Talking Points language), should instead be "Subordinate Certification Authority".

"Subordinate Certification Authority" (S-CA) is the term used in the ATIS-1000092 standard.

    Best regards,

An SCA is a type of intermediate CA, they would need to read the spec to know what that means. "Intermediate" is used later in the talking points.

I can live with "Intermediate".  X 509, RFC 5280, and ATIS-1000092, all use Subordinate, but I think Intermediate is perhaps more common in CA commercial terms.
