    R1 - revised during the June 18, 2025, IP-NNI TF virtual meeting

    R2 - preperation for default letter ballot. Changes:
    1. Remove editor's note on line 811. Add sentence on line 812 to address
    editor's note.
    2. During the June 18th meeting we agreed to remove the "sub" claim and the
    "Organization" attribute, but then we ended up adding the "Organization"
    attribute back and making it optional. We did not go back and add the "sub"
    claim as optional. This contribition add back optional "sub" claim by
    changing lines 536, 545, and 552.
