    Description
    This contribution addresses Issue 985 and provides draft language
    requesting that NANPA seek guidance from the Federal Communications
    Commission (FCC) regarding a limited exception to standard Growth
    assignment criteria. The proposal would allow a Service Provider (SP) that
    becomes a CO Code Holder due to ported TN reassignment to obtain one
    Thousands-Block within that CO Code, without application of standard
    utilization and Months-to-Exhaust (MTE) requirements, subject to FCC
    approval.
