    Description
    Proposed issue to Reduce Denials of Thousands Blocks when the pool exhausts
    prior to the order being worked/fulfilled.

    Currently, rate center orders are sometimes denied due to block
    unavailability, even when blocks appear available at the time of
    submission. This requires users to submit a separate NPA-NXX code order,
    creating inefficiencies, delays, and duplicate work.
