    There is no reference to entering information in the Explanation field in
    ATIS-0300052, Non-Geographic 5XX-NXX Code Assignment Guidelines Part 1
    Form. Since there is a Comments field, and this aligns with other forms,
    NANPA removed the Explanation field on the Part 1 form since having both
    fields seemed unnecessary, and documentation is required when the
    modification type of OCN: Inter-company company is selected.
